Truth Labs Stands By Report, Says Reports Of 2 Labs Can Differ If CDs Are Different

New Delhi: The mystery over the authenticity of the Shanti Bhushan CD has been compounded with the report of Central Forensic Science Laboratory vouching for the authenticity of the recording of the celebrated lawyer purportedly telling former UP CM Mulayam Singh Yadav that his son Prashant could "manage" a judge for Rs 4 crore.
In its much-awaited report, the government laboratory has held that "the recorded conversation in the CD is in continuity and there is no patchwork", refuting the two private experts Prashant Bushan cited on Sunday to argue that the recording had been "spliced". The report is based on the investigation of the CD which was authenticated by Bhushans.
The report adds to the pressure on Bhushans beleagured since both father and son were nominated to the joint committee on Lok Pal, while boosting their detractors.
Bhushan's supporters dismissed the CFSL report as part of the conspiracy to subvert the anti-corruption campaign. Official sources rubbished the charge, pointing out that CFSL experts who have signed the report are liable to be punished if they are found to have fudged the report. The CFSL report stressed that the purported conversation between Shanti Bhushan and Mulayam Singh Yadav , arranged by expelled Samajwadi leader Amar Singh, was in contextual continuity as well.
The government laboratory also insisted that there was no abrupt change in the phase of speech signal, as well as that no change in background noise pattern throughout the recording could be observed.
In sharp contrast, the two experts engaged by Bhushans had said that those behind the Shanti Bhushan CD CD had lifted bits from Mulayam Singh's earlier conversations to fabricate a conversation where Shanti Bhushan allegedly told Mulayam Singh that the judge could be fixed if Prashant was paid Rs 4 crore.
S R Singh who gave the opinion on behalf of a Hyderabad-based private forensic lab, Truth Labs, pointed to discontinuities in conversation to conclude that conversations had been fabricated. Singh also cited interpolations from Mulayam Singhs previous conversations to argue that the CD had been a cut-and-paste job.
The chairman of Truth Labs, S R Singh, stood by the findings of his laboratory saying the CD was tampered with and the only way in which the findings of the two labs could differ was if the CD had been changed or the equipment used was not sensitive enough.
When asked about the CFSL report, Gandhi P C Kaza of Truth Labs and Papcun stood by their findings.
The CFSL report immediately created a furore, with the detractors of Bhushans like Amar Singh stepping up their demand that they need to step down from the joint committee set up to draft the Lok Pal Bill. The CFSL finding comes just after the disclosure that Shanti Bhushan and his another son, Jayant , got farm land near Capital from UP government at rates much below the market value, courtesy an opaque scheme with enough room to play favourites. It is sure to add to the pressure the father-son duo have been since their comrades in the Hazare campaign disregarded suggestions of nepotism to put both of them on the joint committee on Lok Pal.
But the anti-corruption activists were standing by the two accomplished lawyers. Arvind Kejriwal and Kiran Bedi dismissed the CFSL report as having been dictated by the government as part of the alleged conspiracy to derail the anti-corruption campaign.
CFSL reports in past, for instance in the Jessical Lal murder case, have turned out to be dodgy. But official sources point out that no government official will dare to doctor a report in a case which in all probably will end up being investigated by a Special Investigation Team under courts supervision. Sources in Delhi Police said that "They will now take voice samples of all the persons who are in a conversation in this CD, to match their voice with the CD."
